IMO, probably. Too lazy to look at the power, but I'd probably allow it on a knee-jerk.

Not in the power description; but sounds reasonable, though. I would enforce the once per 24 hour limit, though. Buy some binoculars, you cheapskate!!

It might be a good idea to come with new set of psychic powers that enhance the senses in various ways, like Far Vision, Small Vision, Far Hearing,etc.

Changeling Metamorph article in Rifter #10 has rules for the Changeling which are psionic in nature. I used them for my Pleasurer Metamorph RCC.

Actually, those are physical in nature. Changelings are able to change their shape to allow those things.
