It's a combination move that lets you parry an attack while doing something along the lines of a shoulder check (think of shoving the weapon aside with one hand while you slam your shoulder or forearm into the other guy).

According to the RAW, you do not get any bonuses on this. I use a modified system, which gives you a -1.5 for manuevers you combine into one action... so two actions gives you a -3 on both actions, but you still get your bonuses.

I aways pictured it as more along the lines of the bone breaker blocks common in shotokan and seiseikan karate. Instead of just parrying and "pushing" the striking limb away from you. you use a cross block technique that attacks the striking limb injuring said limb making it more difficult for the opponent to use that limb a second time.

That works pretty well. Different styles would probably handle it differently, too.
