Rifts Canada has cold weather, and Dinosaur Swamp I think has hot weather.
Baalgor Wastelands for Fantast may also contain hot weather rules.

They may work, but I have an NPC that can raise the heat in an area, well beyond normal earth temperatures. Would they still apply or are there hard and fast rules for this

Personally; I would use the established rules for heat/cold from those books. (maybe decrease the time factor element)
