There are magic items that have PPE and ISP that a mage/psychic can tap into for his/her own purposes.
Most magic items have PPE (Talismans are one of the more basic PPE batteries).
Idradine circlets from PFRPG have ISP, and there might be some other stuff as well.

Plus, I believe there's a psychic power that lets you turn PPE into ISP, so if you have extra (tappable) PPE you could use this power to turn it into ISP.

I do believe the topic is about increasing the char's BASE PPE/ISP scores not how to regain ISP/PPE scores faster.
(since ISP and PPE are not convertible to each other, the power you mentioned is munchkin)

The only ways to gain extra PPE or ISP would to be 1) make a deal with a SN entity and you'd get some, but you'd be a witch or a shifter; 2) bribe the GM; find the deck of fate (R13 I think) and end up getting the card(s) that give you extra PPE/ISP.
(is fuzzy on P-C but I know there are some side effects which are nasty)

Then plese tell me why it is Munchkin. UIt takes and action to do this so it cna be hadzardous in combat and you gain little ISP. and if their abilites grow stronger on a ley line why not be able to draw ISP from it?

In some cases I agree, but not as a general rule.
What psychics lack in raw damage-dealing capability, the make up for in other ways.
Telemechanics, for example, is ungodly useful.
Same with Telekinesis.
Hell, Telepathy lets you read anybody's mind without a save (unless they're actively trying to block you, which isn't going to happen often).

Each power needs a bit more exploration, but they're pretty darned useful.
