I'd say yes.
Most magic OCCs i think was written "just in case" they happened to decide that a certain kind of caster couldnt draw on ley lines. They never have, and the closest class that's come to it is the Warlock OCC which explicitly cannot steal PPE from other people, but nothing prevents them from drawing on ley lines.
I think any living being can draw on the PPE reserves of a ley line. After all, merely wanting to use a magic circle (Summoner Occ) allows the transfer of 5 PPE from a non-mage, merely wanting to draw PPe from the ley line should make it happen.

I'm thinking specifically of a Fiend from CB1 or Dark Conversions. They have mucho PPE and can cast spells.
Can they draw magic from ley lines/nexus just like a mage ? My scenario involves a shifter at a nexus stuffing
a pair of Energy Spheres with 300 PPE each (he's 3rd level). He's summoned a Fiend (the day before) and
knows the process will go faster if two mages participate. They've got 3 orcs and a Fenry as protection.
I think the Fiend qualifies as a "practicioner of magic" but RUE p186 says "most Magic OCCs"...
Otherwise I'll just use the Fiend as a bodyguard/protector with the others.
Ideas, thoughts, shrapnel ?

Well, Mystics can draw P.P.E. from ley lines, and they're the laziest magic O.C.C. there is. If they can do it, giving a freaking 'borg 5 minutes of instruction should allow them to do it.
Note: Since you can only absorb and additional 300% of your normal ppe, the borg would top out at 4 or so.

I think he is asking because they are not specifically included in the "yah they can" group.
With NB/NS, I play that unless the NB/NS is specifically trained to gather PPE from LL&LLN, they can't.
That training would come in the form of the meditation skill. They are already PPE users so just a little training will open certain doors to them.

Mystics are not lazy,they are intuitive. They just know how to do certain spells w/o having to study magic.

Part of me says Mystics shouldn't be allowed to use Rituals since those are fully magical in nature
(gathering, positioning and casting) but I guess PB is saying:
no it ain't.
Mystics use rituals as a focus for their power. By doing things slowly, they are able to take more time to gather energy, and put more oomph behind it.
It's actually pretty common in modern magical practices to use rituals for that reason.

Actually, dragons are creatures of magic with supernatural strength, not supernatural creatures. You kill a dragon, you get a corpse. You kill a demon, you get a cloud of ectoplasm.

It depends on whether they are on their home plane or not. Demons explicitly, per the RUE (I can get you a page cite when I get home) turn into mist when they are killed away from their home plane; this is also referenced in Hades.

was reading the magic text for another post and it said that along with mages, the magic using SN and CoM while on a LL/LLN could gather PPE from the LL/LLN to use in their spells.

On page 276, dragons are specifically included amongst Creatures of Magic, as are Faerie Folk and the Sphinx. The salient point of a CoM is the possession of a mortal (if extended) life span, and the use of magic (whether innate or learned) to produce feats.
On page 277, dragons are not included in the list of supernatural creatures. Supernatural creatures are not strictly mortal (they survive until destroyed), and form their physical bodies on the mortal planes from ectoplasm and biological detritus.
