Rune weapons/items can not be changed once they are made.

If you are saying that one of the powers of the rune weapon is to be able to use gem/stone magic, then yah it's possible. the gems would have to be set/glued/tied/attached somehow to the weapon so that they are touching each other. When each gem is used up, same rules as under the Stone master, it will need to be replaced.

It might be that the weapon can hold/self embed a set number of gems or # of gems per Level of wielder, at a time.

Yes, there are magic (enchanted) gems scattered through out the books. Most of the one's mentioned are storied.

I don't know about the rest of your post. You can do anything you want with it, but as far as gems I know only of the TK stuff from Rifts and PFRPG 2E main book includes stuff from the 1E High Seas book on gems and semi-precious stones. I bet you could find some mystic properties attributed to gems from some independent research as well - perhaps even some mineralogy books would include mystic properties attributed to them by people over the many, many years humans have walked the Earth as interesting trivia/marginal notes.

Things pertaining to gems

Gem Powers - For the Heroes Unlimited Universe
Misc. Alien Crystal Tech - Aliens Unlimited
Stone Mastery - Rifts
Technowizardry - Rifts
Psi-Crystal Technology - Phaseworld, (though there is a smattering of this in Palladium Fantasy too)

About all i can think of. None of which allows the functionality you've described, so you are just going to have to make it up ;-)

Though for my personal recommendation? don't combine gem powers with rune weapons, they provide enough bonuses in and of themselves. Start with a blank weapon (alchemically indestructable if you really insist) with no real properties other than that the gems can be added to eventually do cool things with.

The answer is, there are several classes that can extract magic power from ordinary gems, but no gems that have innate magical power.

The principle....upon finding said gem, the minor rune weapon can absorb the magic properties therefore acquiring the power.

Eh..Kinda.

In Library of Belthrad, Castlerake is a greatest runesword. So powerful that it was disassembled (couldn't be destoryed). From there I think each piece has it's own special power, while you combine them all to make castlerake...sword that eats babies!
