It's a way. Whether it's right or not depends on the group.

Horror factor's been a part of the rules for a very long time. Could you clarify what you mean by et cetra though?

I liked using OOC red herrings to mess with players. Reading Ravenloft rules in 2nd edition was great to find some things to do to get players worried. It can work well in Rifts/BTS.
Have the characters get attacked by wolves. Write down 'lycanthropy' on your notepad and leave for a restroom break...nosey players will be squirming in their seats.
When a player gets hit for 1 point of damage detail the scratch minutely then as they sweat, tell them '1 point of damage'. They'll freak out wondering what else happened to them.
write down and fold up a paper on the character's dream from the previous night. make sure all the players see you hand it to the one.
In game I usually give 2-5 false clues, or clues that foreshadow things so far in advance the players think they are false until it actually comes to pass

Giving angry glares at the players for no reason can make em sweat at times just as well.

Sure, it's called Madhaven.
I agree with demos, that with in the bounds of Madhaven, that if they are not scared, then they need to be.
With the exception, of inside the White Rose's protective barriers.

Possible sources of fear:
- Vampires and their Mind Controling powers. A Village mind controlled.
- Infiltrate into a Xiticix nest with few doses of that "hiding" hormone. Fell the tension grow up.
- Madhaven and his madness factor.
In Rifts characters tent to be very powerfull. I think good fear comes when they need to pass unseen, otherwise they'll be overwhelmed, or when anything is as you though it has to be.
