ok yeah we had this debate before actually reading the spell brought it back. Yes we always played per ball.
(3 attacks to use all three plus the intial casting.) That is where the plus 1 becomes the equalizer and the energy field is a huge plus. so is call lightening no dodge possable.

I've always rated the damage as per ball. And the added bonus of the electrical field going up when surrounding a target with them helps a bit when you're on the run.

Ball Lightning is a more versatile, that is why you would want it.
