Varies. In some cases it is clearly indicated that the racial P.P.E. base is superseded by that of a magic O.C.C. Yet other cases clearly indicate that you add the two P.P.E. bases together (e.g. Demigods in CB2, Lizard Mages in Monsters & Animals 2e).
I'm inclined to think that the latter case is the exception, as it seems to be most often associated with Creatures of Magic and other beings with an innate affinity for magic.

The third option is that the Class PPE stat overrides the racial stat, like with elves.
For CoM and SN beings I would say (IMO) that the racial PPE is dominant over the class PPE, if the class cam be taken.

my groups always took the higher of the two bases
then the class progression would get added to that...
In the event of a race having its own level progression in PPE the higher of the two progressions applied.

Lots of races like the Elves add their base but such a trait is always mentioned in their description - it is not the norm.

I'd use 'add it' as a general rule, but in that case, humans should get an extra 2D6 added to theirs.
We never had these problems back with the 'spells per day' system for wizards. Of course priests/warlocks/witches always had to wonder if their magic table referred to both spells per day AND total spells known or just one.

I have no idea what the official ruling is, but we always just added racial plus OCC. And yes, that means that all human casters got an extra 2d6 PPE added.

How come adult humans get 2d6 in rifts but they get like 1d6ish in Dead Reign?
Must be all that zombie PPE leeching going on on some minor level.

My reasoning?
In my opinion, the reason why non-magical races get such a tremendous P.P.E. boost from their meager norms is because they are essentially being transformed from "non-powered Mortal" into "Magic-wielder" by opening themselves up to the supernatural.
Going logically from there, I reason that since an innately magical creature is
already supernatural, he isn't being 'converted' into a wielder of magic, he already is -and as such, I think that that P.P.E. should be added to, not supersede, the character's base -in more or less the same way that a regular person who lifts weights gets an
addition to his P.S., not have it 'overridden' and replaced altogether by some arbitrary P.S. number.
(I know, the Weightlifting example is an inelegant analogy, but I hope that I'm still getting my idea across to the reader.)
EDIT: Just to be clear, if there is some example of a non-supernatural creature that for whatever reason has inexplicably high levels of PPE, then just to be consistent I would have that creature's base PPE overridden as well if it took up a magic O.C.C., even if it was originally higher. Just sayin.'

It has to do with how well fed the zombies are when they kill you, plus zombies will always prioritize higher-PPE targets like children, for example.
Wizards wouldn't have the best time. For 100+ PPE monstrosities visiting the DR world I'd have to rule something about sensing radius.
A good rule of thumb, I think, is add an extra foot per PPE a person has to calculate the radius that zombies need to be outside to avoid saving you.
I never got how people with more PPE burned brighter but everyone got sensed from the same
difference distance. That's a valuable variable.
