Splicers as setting vs. supplement

So I am due to be getting Splicers any day now, and I am curious what about this setting made it unique enough to be considered a different game line (a la Nightbane vs. BtS) from Rifts.
Why not a Dimension Book? I mean, Wormwood was pretty much that planet... And it is hinted that Phase World is just on the opposite end of the universe from Earth Variant X.
I am curious to see others' take on why Splicers was considered different enough from Rifts to warrant it's own line.

Splicers is as different from Rifts as Rifts is from PFRPG.

Just because it is a shade different (i.e. Wormwood) doesn't necessarily mean that it isn't the mayhemery that is Rifts.

Ah, but feel free to loot the creation tables(and those in Powers Unlimited Two) for ideas for biotechnology...That's what I primarily bought the book for...

Your answers don't relate to the question. In order to have meaningful disussions we all need to use canon as our framework - anyone could take a seed from Splicers and use it to go off on a completely homebrewed tangent, but that doesn't help the thread starter who is interested in Splicer as a distinct setting.

Because they thought it was going to take off/sell better/sell enough to be worth it's own line iirc. They pumped the hell out of it for a while, if memory serves.

Something else I had not considered. But that would almost make me think that it would work better as a supplement to an existing game line (one that has sold better than all others) than a stand-alone.

It would be interested in seeing how a Dreadguard stacks against a Glitterboy. On paper, the power level in Splicers is superheroic in comparison to Rifts because of the bio-armors. Having 4D6 MDC weapons is no big deal.
