Atlas for Rifts Earth

I want to start an Atlas for Rifts Earth (well, in fact, for the moment it's just for North American Rifts) as a personal prop (DM tool and PC reference). Problem came up with what format is it best. I have several options available:
1. - Autocad editing using a raster image.
Advantages ( ): Easy to edit.
Disadvantages ( ): a) Not ease to share and improve by the community. b) Not able to find a scaled georeferenced USA raster image map.
2.- Using Google Earth
: Easy to share and view by all.
: a) Low quality image surface (specially when viewed at high altitude). b) Not easy to edit.
3.- Using a Geographic Information System (GIS).
: Geographic information can be linked to setting information for quick reference (ex. Wold book references, main NPC in the place, affiliations, etc.)
Lack of easy to use GIS software.
Do you have any suggestion? Any recommendation?
